They must be joking as many riders never wear helmets which is not policed, so where would police it?

NSW Council proposes helmets with inbuilt licence plates

I hope bike registration doesnt happen....apparently by 2025 80% of all Australian adults and a third of all children will be overweight or obese... we should be making exercise easier to do ...as for the Smart hat suggest the designer add a propellor to the top to provide lift - with all those gadgets its going to be heavy

And expensive!

Looks like a car driver's "solution" to a perceived problem - definitely no bike rider input there.

Maybe a recent design graduate trying to make a name.
